BONJOUR TOUT LE MONDE/ NEWS FROM YOUR PRESIDENT AND EXECUTIVE

Bonjour tout le monde/ACEAS/CASEA members. In this sixth newsletter “post conference,” it is a pleasure to provide the following reflections on the conference, past year, and ACEAS priorités/CASEA priorities for the 2009-2010 academic term. In the spirit of inclusivity and distributed leadership, I would ask that all CASEA/ACEAS members respond to the same set of questions that Executive Members and Committee Chairs together pondered and discussed at the end of CASEA/ACEAS 2009. What went well this 2008-09 academic year? What would you like the Executive and Committee Chairs to re-consider in 2009-10, and What innovations and initiatives would you suggest? All feedback welcome. Please send responses to questions and any other suggestions to me at ryfoster@ualberta.ca, or to any other Executive Member. Based on your in-put and our discussions as an Executive team, we will in the September newsletter propose to the CASEA/ACEAS membership priorites/priorités and directions for 2009-2010.  LES ANNONCES/ANNOUNCEMENTS:
Je suis très heureuse/happy to announce that all of the 2008-09 Executive Members and Committee Chairs have agreed to “stay on” in their positions during the 2009-10 academic year. See the end of this newsletter for detailed contact information. You are encouraged to contact them with questions and suggestions.

At the Tuesday May 26 Board Meeting of the SCEE/CSSE, the Board of Directors “listened” to the feedback from ACEAS/CASEA members and members from other Associations and decided to maintain and not change the fee structure for those submitting proposals to the 2010 Conference. Only one author (preferably the first author) of proposal submissions to the 2010 conference will be required to be CSSE/SCEE members. At the May 25 ACEAS AGA/CASEA AGM, members passed a motion to request the Board of Directors re-consider the approval of their May 22 motion to provide funding for three years for SCEE/CSSE membership on the newly formed WERA (World Education Research Association). Although there did not seem the “will” to reconsider the motion and decision, there was recognition that further and more consultation needs to occur between the Executive of the Board, its delegates, and the SCEE/CSSE membership as this three year commitment unfolds.
I asked about having all CSSE/SCEE submission abstracts be put on the main website. The President and Board of Directors are in support of this decision in principle. Executive Director Tim Howard will investigate ways to do this and maintain respect of privacy issues.
At the May 26 CSSE/SCEE Board of Directors meeting, association presidents were also asked to bring to the attention of members the criteria for application and nomination of individuals for the COUTTS AWARD. There have not been nominees this past couple of years. Criteria for the award are listed on the CSSE/SCEE website.

As mentioned in my remarks May 25, 2009 at the CASEA/ACEAS Banquet, “les defis”/immediate challenges of CASEA/ACEAS as I see them will be to: continue to address issues around the number of members and membership participation in setting priorities and direction for the “work” of CASEA/ACEAS; the need to continue to take up issues concerning the theoretical and practical “balance” between the managerial and leadership tasks of Educational Administration in the changing contexts of schools; and the need to continue to “define” our field of Educational Administration research and practice as it “oscillates” between action and reaction to current contemporary local, national and global issues.

L’ACEAS/CASEA CONFERENCE 2009
By all accounts and feedback, the 2009 conference in Ottawa was well received. Mille fois merci/Special thanks to all who helped out with the planning and organization. Les inscriptions/paid registrations and memberships for ACEAS/CASEA: were higher than they have been this last few years with over 160 people registering for the ACEAS/CASEA conference. As well le banquet 2009/the 2009 banquet was very well attended with 72 members and guests participating in the festivities hosted at the Lago Bar and Grill at Dow’s Pavillion. Merci/thanks to David Burgessand Dawn Wallin for their excellent coordination of this event.
SEMINAR:  What constitutes research and evidence in the field of Educational Administration/Quelle est la nature de la recherche et les données probantes dans le domaine de l’administration scolaire?Nous aimerions remercier/We would personally like to thank panel participants Carolyn Shields (U of Illinois), Roseline Garon (U de Montréal), Joseph Flessa (OISI/UT), and Dawn Wallin (U of Manitoba) for their provocative comments and insights. We found the discussion to be highly engaging. That participants conversed et en anglais et en français in the bilingual spirit/l’esprit bilingue of SCEE/CSSE was particularly uplifting and encourageant. Notre but est de continuer/to continue to make this annual seminar an event that is attractive to all members/membres – soit Francophones, Francophiles, Anglophones, ou Anglophiles.
BELMAS presentation on the state of the art of Educational Administration in Britain was highly informative and provoked a very rich discussion. Presenters Colin Russell (Edinburgh), Trevor Lee (London), Michelle Lowe  (Stratfordshire University) and Linda Hammersley-Fletcher (Liverpool) led a group of over 20 delegates in a very lively international exchange.
L’ACEAS/CASEA 2009 AWARDS: Merci encore/thanks again to Dawn Wallin (T. B. Greenfield Ph.D. Doctoral Award), Paul Newton (Margaret Haughey Masters Award), and Ken Brien (Distinguished Service Award) for chairing and organizing the adjudication of these awards. Merci/thanks to all ACEAS/CASEA members who served on these committees. Recipients are: Margaret Haughey Masters  thesis Award – Lisa Wright (U Alberta), T.B. Tel que décidé à l’Assemblée générale annuelle de 2008 et confirmé à l’Assemblée générale annuelle de 2009, un comité a été formé afin d’encourager la participation des chercheurs/chercheuses francophones à l’ACÉAS/CASEA./As decided at the 2008 AGM, a committee for the participation of French-speaking scholars has been struck. Members are/ les membres actuels sont Roseline Garon (U de Montréal), Claire IsaBelle (U d’Ottawa), Carolyn Shields (U of Illinois, Urbana-Champaign) et Claire Lapointe (U Laval). Le comité aura sa première rencontre lors du Congrès à Ottawa.

NOUVELLES DE CCEAM
At the direction of the CASEA AGM/ACEAS AGA, I contacted the Executive of the CCEAM to find out how to craft a proposal to bring the annual CCEAM conference to Canada in 2014.  He indicated that business manager, Arlene Walsh, will send out a call for proposals be the end of 2009. In the meantime, it was recommended that we as an association make decisions concerning the following items that will need to be included in a formal proposal.

  • Location and dates
  • Name of a sponsoring organization (e.g., CASEA and possibly a local university) and a statement of support from both
  • Theme
  • Costs to participants, funding sources, and percentage return to CCEAM
  • General program for the conference, including major speakers and visits to local educational organizations. N.B. There is a particular emphasis on the local visitation component
  • Marketing and program planning

At this point, I would ask for feedback, comments and suggestions from the membership. I would also like to hear from any institutions that are interested in hosting this event. Tim Goddard expressed the interest and support of UPEI during the 2009 CASEA AGM and banquet, and is lending his expertise as former CASEA/ACEAS rep to CCEAM. Thanks Tim! If there are other institutions interested in preparing the proposal and hosting CCEAM 2014, please contact me as soon as possible. As was mentioned at the CASEA AGM, we need to make this decision by September.

Next steps – If the CASEA/ACEAS membership decides to submit a proposal, and I am assuming that decision was made at this year’s conference, we would need to form a planning committee as soon as possible. FELICITATIONS/CONGRATULATIONS 2009 AWARD WINNERS!
Voici/here is a brief overview of their work.

2009 CASEA DISTINGUISHED SERVICE AWARD

A highlight of this year’s CASEA banquet was the presentation of the Distinguished Service Award to Dr. Carolyn Shields. She was cited for her active involvement in CASEA, her outstanding record of research and publication, her distinguished record of teaching and preparation of graduate students, and her active involvement in other educational administration organizations throughout her career. Letters of support for her nomination included comments such as these:

  • “In the nearly two decades since [becoming a member of CASEA], she has been one of our group’s brightest stars.”
  • “[She] brings a refreshing reality to a field that needs reality testing in these difficult times.”
  • “In all of her work there is the thread of the ethical obligation of the scholar.”

2009 THOMAS B.GREENFIELD DOCTORAL AWARD

In this work, the award winner Dr. David Burgess examines the nature of contemporary interorganisational relationships involving the administration of education through evolving philosophical analyses.  Through thought experiment and the employment of historical, political, economic, and psychological research, a model of interorganisational relationships is created that places at its core the psycho-pathologies of bargaining among epistemologically divergent actors.  Further, an argument is made that exposes postmodernism as anemic in the face of such psycho-athologies.  The author advocates for a response from educational administration based upon Habermas (1971/1990) concept of communicative competence, for the purpose of developing an arena in which interorganisational relationships are based upon a Mouffian (2005) agonism.

2009 MARGARET HAUGHEY MASTER THESIS AWARD

In this work, award winner Lisa Wright claims reflective practice is receiving great attention and increased support in recent public, kindergarten to grade 12, educational discourse. However, relatively few studies seek the informative voice of principals regarding their experiences and understandings of reflective practice in relation to their roles as defined by legislation and policy. This case study reports on an investigation of Alberta principals’ perspectives of reflective practice during and after participation in the year-long Reflections on Practice: Institute for School Leaders program that was designed to enhance principals’ leadership practice through reflection. In concluding, Lisa emphasizes that reflective practice is critical to enhancing the moral, professional, and political autonomy of principals as they endeavour to improve the quality of educational opportunities for all students.
